Partner marketing legal guidelines - Finland

How merchants in Finland can advertise Klarna credit products using pre-approved copy and the CCD2 disclosures that apply from 20 November 2026.
14 min read
These guidelines explain how merchants can advertise Klarna's credit products in Finland. You may use Klarna's pre-approved marketing copy and disclosures exactly as shown on this page.
The disclosures on this page apply from 20 November 2026, when the revised Consumer Credit Directive (CCD2) applies in Finland.
Integration requirement
You are legally responsible for the advertising you publish.
Klarna does not provide legal advice. If you are unsure whether your marketing complies with applicable laws, seek independent legal advice.
Merchants who publish non-compliant marketing may be required to remove or amend it. Repeated or serious violations may result in removal from Klarna.

How these guidelines work

Use pre-approved copy (no approval required)
If you use the pre-approved marketing copy and the disclosure shown for that line, no further approval is required. You may publish immediately. Klarna's On-Site Messaging is also pre-approved. Klarna will update those assets before 20 November 2026.
No modifications to approved copy or disclosures are allowed. Do not add "interest-free", a rate, or an instalment amount to a line that does not already contain it. Changing the wording can change the disclosure you must show.

Klarna will audit your website

Klarna will audit your website from time to time using automated means to ensure compliance with these requirements. We will notify you if we discover any discrepancies between approved messaging and disclosures. Any failure to remedy identified issues can result in your immediate suspension from further use of Klarna as a payment method on your website.

What is CCD2?

CCD2 is the revised EU Consumer Credit Directive. Its main change is that short, often interest-free credit, including Pay in 3 or Pay in 30 days, is treated as formally regulated consumer credit. Longer-term financing was already covered by the previous directive.
CCD2 regulates Klarna as the credit provider. You are offering Klarna as a payment method. You do not need to do credit checks or present pre-contractual information.
Chapter 7 of the Consumer Protection Act is amended. The updated rules apply to credit agreements concluded on or after 20 November 2026.

What you need to change

Before 20 November 2026, update any advertising that mentions a Klarna credit product:
  • Use only the copy in the tables below, with the disclosure in the same row.
  • Use the warning on this page. This has been mandated by government decree.
  • If a line says the credit is interest-free, or states a rate, an amount, or other information on the credit terms, add the example shown for that line.
  • Klarna's checkout and On-Site Messaging will be updated automatically by Klarna. The following guideline is only if you are not using Klarna's OSM and automated integrations.
Pay in 30 days is a default product in Finland. Pay in 3 is not offered, so this page has no Pay in 3 copy. Financing over 3, 6, 12, 24 or 36 months, at a fixed nominal rate of 17,50% unless your agreement sets another rate, is a default offering where it is in your agreement.

What is a risk warning, and when do you include it?

A risk warning tells the shopper that taking out credit has a cost. In Finland it must be clear and visible on every consumer-credit advertisement. Use this wording:
Attention! Taking out credit costs money.
Huomio! Luoton ottaminen maksaa.
In Swedish: Varning! Att ta kredit kostar pengar.
Include it on every advertisement that presents a Klarna credit product, including interest-free Pay in 30 days. A line that only names Klarna, and does not mention paying later, instalments, or financing, does not need it.
Place the warning with equal prominence, directly next to the advertisement. Do not hide it in a footer, a terms page, or a smaller type that is difficult to read. There is no required graphic.

Why an example is required

An advertisement must give standard cost information when it states an interest rate, any other cost figure, or other information on the credit terms. Saying that credit is interest-free is a statement about cost, so those lines need an example as well as the warning.
The example states the interest rate and other credit costs, the credit amount, the term, the cash price and any down payment, the total amount payable and the number of instalments, and the APR.
The approved Pay in 30 lines do not say "interest-free" and do not state a price, so the warning is enough. If an advertisement does say that Pay in 30 is interest-free, add this example: Attention! Taking out credit costs money. Example: purchase of €200, no down payment, 1 payment of €200 within 30 days. Credit amount €200. Term 30 days. Fixed nominal interest rate 0%, no other credit costs, APR 0%. Total amount payable €200.
A range of instalments is itself information on the credit terms. The approved financing line therefore carries the full example, not the warning alone. The example is the 12-month illustration at 17,50%. Use it only when the agreement is at that rate. If your agreement states another rate, recalculate the instalments and the total. Do not publish the 17,50% figures for a different rate.

Other restrictions

It is in particular required that the creditor, when marketing credit, does not:
  1. 1.
    diminish the seriousness or significance of taking out credit;
  2. 2.
    give the impression that taking out credit will solve the consumer's financial problems, or reduce those problems or other negative effects arising from them;
  3. 3.
    present the credit as more favourable than the consumer's existing credit, if the claim is untrue or misleading, or cannot otherwise be substantiated;
  4. 4.
    claim that taking out credit promotes the consumer's social success or social acceptance;
  5. 5.
    give the impression that taking out credit increases financial resources, replaces savings or can raise the consumer's standard of living;
  6. 6.
    remind the consumer of unused credit, except when the consumer applies for new credit from the creditor;
  7. 7.
    link the use of the credit to gambling services or direct marketing to consumers who may be presumed to use the credit for gambling services;
  8. 8.
    direct marketing to consumers who have a payment-default entry or who may otherwise be presumed to have difficulties in properly fulfilling their obligations under a credit agreement;
  9. 9.
    present unpaid credit or entries on credit in a register as having little or no bearing on the assessment of a credit application;
  10. 10.
    in a manner other than referred to in the sub-points above, act in a way that the marketing clearly contributes to weakening the consumer's ability to carefully consider whether to take out or use the credit.

Special requirements in Finland

Two further Finnish rules:
  • The information must be clear, easy to see, and concise, and it must match terms that are normally offered.
  • The same structure applies in Swedish. Use the warning "Varning! Att ta kredit kostar pengar." The Finnish tables are the local copy on this page.

Approved copy — English

Use the disclosure in the same row. Do not edit, shorten, or paraphrase either column.

Pay in 30 days

Pay in 30 days is a default product. These lines do not say "interest-free" and do not state a cost, so the warning is enough. Do not add "interest-free" or a price to them.

Financing

Financing over 3, 6, 12, 24 or 36 months is a default offering where your agreement includes it. The standard fixed nominal rate is 17,50% unless your agreement sets another rate. In Finland the instalment range is information on the credit terms, so this line needs the warning and the example.

Olet oikeudellisesti vastuussa julkaisemastasi mainonnasta.

Mikä on CCD2?

CCD2 on uudistettu EU:n kuluttajaluottodirektiivi.
Tarjoat Klarnaa maksutapana. Sinun ei tarvitse tehdä luottokelpoisuuden arviointia etkä esittää ennakkotietoja.
Kuluttajansuojalain 7 lukua on muutettu.

Mitä sinun on muutettava

Maksa 30 päivän kuluttua on oletustuote Suomessa.

Erien vaihteluväli on itsessään tietoa luottoehdoista. Hyväksytty osamaksuteksti sisältää siksi koko esimerkin, ei pelkkää varoitusta. Esimerkki on 12 kuukauden kuvaus korolla 17,50 %.

Muut rajoitukset

Erityisesti edellytetään, että luotonantaja luottoa markkinoidessaan ei:
  1. 1.
    väheksy luoton ottamisen vakavuutta tai merkitystä;
  2. 2.
    anna vaikutelmaa, että luoton ottaminen ratkaisee kuluttajan talousongelmat tai vähentää näitä ongelmia tai niistä johtuvia muita kielteisiä vaikutuksia;
  3. 3.
    esitä luottoa kuluttajan nykyistä luottoa edullisempana, jos väite on virheellinen tai harhaanjohtava tai sitä ei muutoin voida perustella;
  4. 4.
    väitä, että luoton ottaminen edistää kuluttajan sosiaalista menestystä tai sosiaalista hyväksyntää;
  5. 5.
    anna vaikutelmaa, että luoton ottaminen lisää taloudellisia voimavaroja, korvaa säästöjä tai voi nostaa kuluttajan elintasoa;
  6. 6.
    muistuta kuluttajaa käyttämättömästä luotosta, paitsi kun kuluttaja hakee luotonantajalta uutta luottoa;
  7. 7.
    yhdistä luoton käyttöä rahapelipalveluihin tai kohdista markkinointia kuluttajiin, joiden voidaan olettaa käyttävän luottoa rahapelipalveluihin;
  8. 8.
    kohdista markkinointia kuluttajiin, joilla on maksuhäiriömerkintä tai joiden voidaan muutoin olettaa olevan vaikeuksissa täyttää luottosopimuksen mukaiset velvoitteensa asianmukaisesti;
  9. 9.
    esitä maksamatonta luottoa tai luottoa koskevia rekisterimerkintöjä niin, että niillä on vain vähän tai ei lainkaan merkitystä luottohakemuksen arvioinnissa;
  10. 10.

Erityisvaatimukset Suomessa

Kaksi muuta suomalaista sääntöä:
  • Tietojen on oltava selviä, helposti nähtäviä ja tiiviitä, ja niiden on vastattava tavallisesti tarjottavia ehtoja.
  • Sama rakenne pätee ruotsiksi. Käytä varoitusta "Varning! Att ta kredit kostar pengar." Suomenkieliset taulukot ovat tämän sivun paikallinen teksti.
